Japan's financial watchdog on Tuesday instructed Shinsei Bank and Aozora Bank, two mid-sized lenders that have received public funds, to improve their poor business performances.
It criticised the banks' risk management and business judgment and ordered them to submit improvement plans by September 11 outlining how they intend to improve their profitability.
