The California legislature eliminated the state's Integrated Waste Management Board last week, bowing to Gov. Arnold Schwarzenegger's assertion that the group served little purpose other than creating a soft landing place for departing members of the legislature.

While the board's opponents charged that the body's main function was providing patronage jobs, board backers contended that the group in fact provided a useful layer of public oversight on decisions related to environmental regulation.
