Secretary of the Navy John Dalton and Chief of Naval Operations Adm. Jay Johnson have agreed in a letter with the Navy's plan for step by step testing for its upper tier missile defense program.
Their advocacy of a complete testing program for the system-- designed to hit missile threats like North Korea's No Dong series in the boost phase--comes as Pentagon acquisition chief Jacques Gansler considers whether to recommend to Congress an accleration of the program, which is to be deployed in 2006.
