NORFOLK
As the first in a series of speakers Wednesday before a panel studying the possible privatization of the state's port operations, Norfolk Mayor Paul Fraim came close to setting the tone for the next 21/2 hours.
"For more than 300 years, international trade has defined who we are as a people, as a city and as a region," Fraim said, adding that the port "has been developed and nurtured by generations of Virginians."
