American International Group: Robert Benmosche, 65, was appointed chief executive of the troubled insurer and is expected to begin his term on Aug. 10. He was formerly chief executive of MetLife Inc.
New York City Department of Finance: David M. Frankel, 56, was appointed commissioner and will be replacing Martha E. Stark, who resigned in April. His term is expected to begin Sept. 8. Mr. Frankel was formerly a managing director at Morgan Stanley and has held positions within city government in the Koch and Dinkins administrations.
