Publication of Lord Patten's latest book coincided with the onset of the world's deepest economic slump since at least the Second World War, a crisis which the author did not foresee. His lack of foresight would usually confine a work such as his to slush piles in the offices of literary editors and to remainder tables in all good book shops.
