The liberalization of Costa Rica's telecoms market will speed up the process of fixed-mobile substitution and challenge state telecoms monopoly ICE's dominance of the internet market, according to a report by Signals Telecoms Consulting.
Costa Rica's new telecoms operator Sutel has plans to award three blocks of spectrum in the 850-900MHz, 1,800MHz and 2,100MHz bands. Signals estimates the country will have 65% penetration by 3Q10, when the new operators are slated to launch services, and that mobile penetration could jump to 100% within nine months of the entrance of at least two new operators.
