ILOILO CITY, Aug. 19 (PNA) -- Victims of typhoon Frank here expressed their appreciation to the government for housing units that they availed with no less than Vice President Noli de Castro and Social Welfare and Development Secretary Esperanza Cabral leading the distribution of Certificates of Eligibility for Lot Allocation (CELA) Wednesday.
