The German chancellor's Christian Democrats are still well behind the Social Democrats in the election campaign. But the gap may start to close
HALF a miracle is better than none. Despite all his efforts, Helmut Kohl may well lose the German general election in September. But at least "the old warhorse"-as the chancellor proudly calls himself these days-has managed, against the odds, to convince his demoralised forces that victory is still possible.
After a fighting two-hour speech on May 18th at the congress of his Christian Democratic Union in Bremen, the chancellor won a ten-minute standing ovation and ceaseless chants of "Hel-mut! Hel-mut!" ...
