In the end, the Pakistanis really had no choice but to answer India's five nuclear tests with five of their own.
Given the bitter enmity and the violent history shared by India and Pakistan _ which includes three wars since 1947 _ no government in Islamabad could afford not to go nuclear. To do so would be to acknowledge India's current and future dominance.
