When driving while using a hand-held cell phone became illegal in most cases last year, State Patrol troopers were initially out in force, warning drivers they could be nailed with a $124 ticket.

Thousands have been. But State Patrol records obtained by seattlepi.com show that in cases where drivers are contacted about cell phones, they get tickets only about a third of the time -- both in King County and statewide.

From July 1, 2008 -- the day the cell phone ban started -- through Aug. 15, 2009, troopers say 5,712 were contacted statewide, but only 1,884 received tickets.
