President Arroyo has appointed Agriculture Secretary Arthur Yap and Health Secretary Francisco Duque as over-all crisis managers to curb the spread of Ebola Reston virus in animals and humans in the country.In Executive Order No. 826, the President granted powers to the secretary of the Department of Health (DoH) to prevent, restrict and regulate the entry and surveillance of people coming from infected areas.The secretary of Agriculture, on the other hand, was also bestowed powers to contain, control and restrict entry and movement and handling of livestock and poultry and their products that are suspected to be infected by the virus.The latest directive came amid ...
