'When did "public art" become akin to a dirty word?' I was encouraged by the first line of this collection because it seems to signal that the assembled authors are prepared to acknowledge that public art is almost invariably installed with the primary purpose of furthering the interests of developers. Or, as the art collective Freee put it in their 2004 billboard text: 'The economic function of public art is to increase the value of private property.'
