A retailer's promotion stunt -- leaving gift certificates in tote bags around Manhattan -- must conform with certain security measures, police said Monday.
Burlington Coat Factory Warehouse Corp. will comply with steps outlined by the New York Police Department to make sure its gimmick will not cause alarm, especially in the wake of the terrorist attacks on Sept. 11, 2001, the New York Post reported.
