Frustrated that the region has failed to win funding to build any major highway project in recent years, Hampton Roads leaders agreed Wednesday to break from a long-standing tradition and prioritize transportation needs.
Ranking projects can be divisive, some members of the Hampton Roads Transportation Planning Organization said at a meeting in Chesapeake. But not doing so has caused the region to miss out on millions of dollars, members said.
They hope the new approach will relieve at least one of the region's notorious traffic chokepoints.
