ASTANA. Sept 17 (Interfax) - Neftechim Ltd has commissioned a petrochemicals plant costing 5.5 billion tenge ($36 million) in Pavlodar, northern Kazakhstan, in a ceremony attended by Kazakh President Nursultan Nazarbayev.
