I had the honor and the pleasure to give an economic briefing to the late Fernando Poe Jr. just before he ran for president in 2004. He asked me a very sincere question: “What should I do for the Philippine poor?” I replied: “Build farm-to-market roads, irrigation systems, post-harvest facilities, and other rural infrastructures to help the small farmers to earn a more decent living.” To my great pride and satisfaction, the day after I briefed him, he gave exactly the same answer in a forum with U.P. students when they asked him what he would do if he were to be elected president.Well, I haven’t changed the advice I would give to all the ...
