The Russian government's foreign debt stood at $38.995 billion on September 1, down from $39.054 billion on August 1 and $40.6 billion on January 1, the Finance Ministry said in a statement.
Debt thus contracted 0.15%, or by $59 million, in August 2009 and 4%, or by $1.6 billion, from the start of the year.
