Local government zoning authority over railways could be in severe jeopardy following a decision by the Environmental Analysis Division of the Surface Transportation Board (STB). The decision advised the STB to reject a train rerouting plan by the city of Cleveland, Ohio.
If the STB supports the panel's rejection, it will demonstrate its bias against cities and towns on issues involving the municipal authority.
