The behind-the-scenes financial backer of a now-defunct Charlton hazardous waste recycler has been indicted by a federal grand jury in New Haven, Conn., on conspiracy and fraud charges in connection with the case against the recycler.
Frank M. Ruocco Jr., 42, of Cheshire faces a 19-count indictment on charges of conspiracy, mail fraud, wire fraud and money laundering. Mr. Ruocco and his company, Earth Technology Inc., a North Haven environmental contractor, are also charged with obstruction of justice in connection with a federal grand jury investigation into Mr. Ruocco's ties to the Charlton recycler.
