BASKING RIDGE, N.J., and ALEXANDRIA, Va., Sept. 28 /PRNewswire/ -- Just in time for Domestic Violence Awareness Month, the National Organization of Black Law Enforcement Executives (NOBLE) is launching its third annual fall HopeLine phone collection drive at chapter locations nationwide.
