The search for cGMP facilities and lower labor and tax costs is directing offshore manufacturing to Ireland and Singapore.
In the quest for merchant fine chemical production capacity aimed at the branded pharmaceuticals market, the attractiveness of Ireland and Singapore is strengthening, while that of Puerto Rico and the Bahamas seem to be in question. Tax advantages are cited as the strongest factor affecting decisions on where to site new or purchased capacity. But other factors, such as the availability of cGMP capacity, wage rates, environmental regulations and land availability are also factors.
