Philip Hammond is the Tory MP for that downtrodden, badlands constituency of Runnymede and Weybridge. In an e-mail replying to a question by a member of the public, he wrote, 'I would regard it as an abuse of taxpayer funding to pay for something that is available for nothing and which other Members are obtaining for nothing.
