Aptera Motors, Elio Motors and other companies developing fuel-efficient three-wheeled vehicles would become eligible for federal funding under legislation to be considered by House and Senate leaders this week.
The legislation pits startup companies backed by California lawmakers against some big automakers.
The measure, which passed the House in July, would overturn Energy Department rules that limit funding to "any 4-wheeled vehicle that meets certain emissions and fuel economy requirements.
