Michael Dowling is not waiting for Washington to improve health care quality. Instead, this week the chief executive of North Shore-Long Island Jewish Health System plans to announce one of the largest and boldest hospital investments in health technology in the countryan offer to shoulder most of the costs of installing electronic health record systems for thousands of New York doctors.
