The coal mining industry says the U.S. EPA is jeopardizing the economy of Appalachia by holding up the issuance of permits for dozens of proposed surface coal mining projects.
However, environmental groups said they hope the Obama administration's announcement will lead to decisions to deny the permits.
The EPA on Sept. 11 said it had identified 79 proposed surface coal mining projects that it wants to give further review before issuing pending Clean Water Act permits.
