NEW ORLEANS IS KNOWN FOR many things, but dieting isn't one of them. Even so, the home of Fat Tuesday has spawned the biggest diet craze since, well, the last one The best-selling "Sugar Busters!' started as a local hit for its Crescent City authors, selling 200,000 copies before Ballantine took it national in April. But 11 printings later. "Sugar Busters!" may be doing more for its publisher's bottom line than for dieters' waistlines.
