WHAT WERE THE BEST new restaurants in L.A. this year? And the cigar lounges, velvet ropes and bouncers with walkie-talkies, sorry new-wave sushi bars and an inexplicable nostalgia for cuisine-impaired Rat Pack drinking holes, we managed to eat pretty well. In fact, pretty damned well. The finest new restaurants seemed specifically regional, not just Mediterranean but Provencal or Sicilian, not just Mexican but Poblano or Oaxacan--even in East L.A. The formula Italian places that once dominated casual dining have given way to bistros, while Hong Kong-style Monterey Park restaurants continue to infiltrate the Westside.
