FORT WAYNE, Ind.--Jul. 17--Allen County officials had offered a $9.3 million incentive package to Steel Dynamics Inc. when company officials said the county would have to up the ante by another $5 million if it wanted to remain in the running for SDI's new $255 million structural steel mill.

Allen County upped its offer by only $3 million, and a question remains: Were Allen County officials slack negotiators by offering a lower-than-requested incentive package, or were they just playing hardball in a tough business world?
