Proposed changes to the emissions trading scheme will reduce agriculture's competitive advantage but not necessarily the greenhouse gas it emits, according to a report by Dunedin consultants AbacusBio.

The report said that rather than being a gun to the head of agriculture as described by its critics, the emission trading scheme as proposed would be a "ball and chain dragging farmers down".

While agriculture's entry to the ETS has been delayed until 2015, a decision still has to be made whether the point of obligation lies with farmers or processors.

Government officials have reiterated the earlier ETS proposal that it lies with processors.
