GUILDERLAND -- One of the rare silver linings of the recession: Heating bills are expected to fall substantially this winter.
National Grid announced Tuesday that its natural gas customers should see a 13 percent decrease in their winter heating bills despite having raised its gas delivery rates earlier this year.
The drop in the wholesale price of natural gas more than compensates for the rate hike. National Grid, which buys gas both in advance of winter and on the "spot" market, is forecasting a 24 percent drop in commodity costs this winter.
