The Philadelphia Sports Congress (PSC), a division of the Philadelphia Convention & Visitors Bureau (PCVB), announced that David Montgomery, Phillies general partner, president and chief executive officer, is succeeding Robert P. Levy as chairman of the Sports Congress as of October 1. Admiral Tom Lynch, co-chairman of the Philadelphia Army/Navy Host Committee, was named vice chairman.
