CHICAGO, July 22 /PRNewswire/ -- Focal Communications Corporation (Focal), a competitive local exchange carrier (CLEC), is pleased with the decision by Federal District Court Judge David Coar that calls to Internet Service Providers are local calls therefore subject to reciprocal compensation rules outlined in the Telecommunications Act. As a result of this decision, Ameritech Illinois must pay CLECs such as Focal for terminating these calls; the Federal Judge stayed the decision for 35 days to allow parties to appeal.
