As the curtain falls on El Nino, the oceanographic and meteorological phenomenon that has turned global weather patterns topsy-turvy for the past year, the lights come up on its sister act, La Nina. Last week, climatologists at the world's first summit on La Nina, in Boulder, Colo., predicted that this poorly understood event could generate more foul weather in the United States than its infamous brother, drenching the Northwest, chilling the Midwest, and sparking hurricanes in the East.
