A plan backed by the Obama administration that would hand Chicago-area consumers at least part of the bill for building a $12-billion wind power pipeline is hitting headwinds with local consumer advocates and Illinois' chief power buyer.
The transmission project, dubbed the "Green Power Express by Michigan-based transmission developer ITC Holdings Corp., won preliminary approval from the Federal Energy Regulatory Commission in April. During the presidential campaign, Barack Obama expressed support for building new high-voltage lines to bring green power from North Dakota, where winds blow hard and frequently, to Chicago.
