A controversy surrounding conservation issues could delay further the beginning of the second phase of the Sh2billion Mzima water pipeline in Tsavo West National park.
Facts emerging are that the Ministries of Forestry and Wildlife and that of Water and Irrigation are said to be locked up in a disagreement over the conservation of the water catchment in Chyulu national park within the Tsavo conservation area.
The two ministries have a major role to play in the area as the service providing organisations managing the resources fall under them.
