Washington County is suing the city of Riverside, accusing the city of failing to pay $175,000 a year to offset the county's losses for using TIF bonds to help fund Riverside's infrastructure improvements.
Before the Riverside Casino & Golf Resort opened in August 2006, the city of Riverside needed to expand its water and wastewater systems. The city also was under orders from the Iowa Department of Natural Resources to improve the two systems, according to the lawsuit filed Monday in Washington County District Court.
