As House and Senate conferees quarreled and quibbled over ISTEA reauthorization last month, and as railroads and their customers continued to spar over competitive access, another, lower-profile issue surfaced that could have a disruptive effect on independent contractors to railroads. This is a provision in the proposed Federal Railroad Safety Act of 1998 (RA, April, p. 16) that would extend the Hours of Service Act to these contractors.
