The U.S. Attorney for Western Arkansas has sent a signal that, one way or another, former Arkansas resident Jeffrey Scott Rand is going to face criminal charges.
In a Sept. 18 letter, U.S. Attorney Deborah Groom told disgruntled investors in Rand's Wave Energy Corp. that Rand will either make a plea agreement that includes $4.7 million in up-front restitution or the Department of Justice will proceed with prosecution.
