* On this month's cover is the 88' tug Trojan, the first of four steam tugs owned by Independent Pier Co., Philadelphia, that was recently converted to modern diesel power at Wills-Spedden Shipyard in Baltimore. The 400-hp Trojan received a new 1,080-hp General Motors 567 diesel engine, which almost tripled the tug's power.
* President Truman has signed a bill that authorizes the payment of $1 million to Federal Barge Lines. The funds will be used to repair and rehabilitate barges.
