THE border between the United States and Mexico is booming. The number of people living along its 2,100 miles has risen from 3.5m in 1980 to well over 12m now. Mexican towns like Tijuana and Ciudad Juarez have become industrial hubs of continental consequence. There is, however, a predictable bleak side to it all. More than a third of Mexican households in border towns lack access to sewerage systems, and those that do exist often send the muck untreated into the nearest river.
