Iraq is moving at warp speed to tap its oil and gas riches, looking to tie up at least three megadeals from its first postwar bid round and revealing crucial contract details for its second round, scheduled for Dec. 11-12.
Baghdad also aims to finalize a multibillion-dollar gas contract with Royal Dutch Shell before the end of November.
From the first round, the cabinet has given its blessing to the $15 billion Rumaila oil field contract, the only award made in June, while a deal for Zubair--struck after an Eni-led group caved in to Baghdad's tough payment terms--is expected to be initialed this week.
