Aug. 25--With the clock ticking toward a possible strike Friday night, Minnesota Gov. Arne Carlson again personally called on both Northwest Airlines and its pilots' union to reach a negotiated settlement this week and avert a shutdown of the nation's fourth-largest airline.
Carlson also said that observers were wrong to conclude that his Aug. 3 letter to President Clinton was a plea for Clinton to block a pilot strike.
"I did not ask for a Presidential Emergency Board," Carlson said. "I wanted him to jawbone them, to use his office to get them back to the table."
