TROY -- The 1864 presidential election marked the first time that New York's soldiers could vote by absentee ballot, and allegations of fraud were rampant.

The Gettysburg National Military Park features a display of a New York state voter's affidavit in the visitors center museum at the site of the epic Civil War battle. That affidavit was signed on Oct. 19, 1864, by Private Francis A. Baxter of Lansingburgh. Baxter was serving with Company C, 125th New York Volunteers. The regiment's ranks were filled mostly by soldiers from Rensselaer County.
