JAKARTA - PT Excelcomindo Pratama (XL)(JSX:EXCL) said it could not comply with the a new regulation requiring telecommunications operators to use more Indonesian made network equipment.

The domestic producers did not have enough capacity to meet demand, Hasnul Suhaimi, the president of the country's third largest mobile phone operator said yesterday.
