On May 11, 1998, the government of India detonated three underground nuclear devices. Two days later, India detonated two more underground bombs. On May 28, Pakistan - India's neighbor and historical adversary - detonated five underground nuclear bombs. These actions shocked and disappointed government leaders throughout the world. They also triggered provisions of U.S. law intended to reduce nuclear proliferation by requiring that economic sanctions be placed on any "non-nuclear weapon state" that tests a nuclear device.
