Allegheny Power Co.'s plan to begin charging customers $5.86 a month in February to pay for sophisticated electric meter technology has been nixed by the state.

The state Public Utility Commission last week decided Allegheny Power's plans to install "smart meters" at customers' homes and businesses cannot be put in place in a few months because it needs a more thorough review.

Allegheny Power, part of Greensburg-based Allegheny Energy Inc., wanted some of its 700,000 Western Pennsylvania customers to start using smart meters quickly because the company's state-mandated energy conservation program relies on use of such devices.
