On July 24, the U.S. EPA issued a "waiver of the Buy American requirements of the American Recovery and Reinvestment Act (ARRA) ... for de minimis incidental components of all eligible water infrastructure projects," as stated in the Federal Register. Basically, EPA issued an exemption for foreign-made components to be used in stimulus projects for water infrastructure as long as they do not amount to more than 5% of the project's material costs.
Think manhole covers, sewer grates, valves and fittings. Think castings.
This nationwide waiver was issued because of the numerous waiver requests the agency was receiving from local governments using stimulus ...
