Toronto council voted by a wide margin to award the contract to haul garbage from Toronto transfer stations to the Green Lane landfill site to a private hauler who won a tendering process - and not another firm who offered to do the job for $25 million less but failed to correctly fill out the tender document.
The losing company, ECL Carriers, had mounted a very public campaign to win the city's business, taking out radio and print advertisements saying its $107 million bid would save Toronto $25 million over 10 years. The winning bid by Verspeeten Cartage offers to do the same job for $132 million.
