Transport Secretary Lord Adonis is to appeal to Conservatives and Liberal Democrats to develop a joint policy on high-speed rail in advance of next year's general election.

He said plans for a new high-speed rail line between London and Birmingham should not be threatened by the "hurly burly" of party politics.

Lord Adonis warned that the first stage of a high-speed line could take 15 years to complete, making it likely different governments would be in power during the long construction period.
